What the 2028 window is for
FinCEN moved the effective date of the Investment Adviser AML Rule to 1 January 2028. The delay changed the calendar, not the destination: covered advisers are still headed toward written, risk-based AML programmes, SARs, recordkeeping, and investor files they can produce.
OFAC sanctions obligations already apply. LP side letters already ask how you screen. A two-year delay is time to make the file work, not time to wait.
